Purple Robe Locust Dying? Dead?

    Our purple robe was exceptionally beautiful last year and this year there is no growth except for new shoots further down the trunk. Is this tree truly dead or dying? It has been in the ground only 2 years but was thriving. Last year new growth branches do seem to be dead (brittle and no green when scratched) but the older branches do show light green when exposed. Any thoughts? This tree was strongly suggested for our environment - dry, windy, little snow coverage, sandy soil, Kamloops north.

    Sounds like timing would imply something happened during the winter.
