In the fall to a herbaceous root with a wedge graft can work planting in a 2-3 gal. pot. For one plant it might be easier to identify the cultivar and purchase on sale , or try ground layering a low lying branch. A book by Alan Rogers, "Peonies" if memory is right, from the library could help. Also some information here http://www.xinxinpeony.com/xinxin/propagation.htm .
