I am looking for a fast growing vine that would create a privacy screen along a chain link and lattice fence. I am not sure if Virginia Creeper is an invasive species. Also looked at Parthenocissus Hentyana and Silvervein Creeper.
I really need advice on this matter and would appreciate any recommendations.

Clematis armandii might be suitable if you want year-round privacy.
You can fill in with annual vines for fast cover the first year or two.

Evergreen clemais (C. armandii) is not hardy for us in Langley. there are a few I see around here, usually planted up against a house or otherwise a bit sheltered. Coquitlam is probably similar. Perhaps you could keep your eyes open as you drive around & see if you can spot any. There is a good discussion here:

Parthenocissus seems a good choice around here (Virginia Creeper/Boston Ivy). We got one years ago when we were young & foolish. It was a kind that did not have the brilliant fall colour. Duh! A few years ago we got rid of it. To my knowledge it is not an invasive plant in the Lower Mainland.

Thank you for thinking of that & NOT mentioning the dreaded, the evil, the boring & dangerous...English Ivy (Hedera helix)

Sorry, I can't help you with which variety/species of Parthenocissus to avoid. I am sure others can.

Near here there is a planting of Buxus sempervirens against a chain link fence. It is kept sheared to be narrow and the effect is quite nice.

Parthenocissus would also have to be pruned to remain within the space.
