Excuse my ignorance, I thought primroses generally have 1 level of petals, not multiples like in the pic?
Yes, generally is the key word though. There are some primroses with multiple floral parts. I didn't spot this specific cultivar using an image search, but a search for primula double shows some of the variety. There are at least 2389 varieties of Primula (be it species or cultivars) being sold in the UK, to give you an idea of the diversity of form.
