I guess one of my neighbours moved out, as there was a whole bunch of plants out by the dumpster. I picked one out. Would you please tell me what it is. Am I correct in thinking it is some kind of dracaena?

Yes, I have looked at other sites, and it does look to me like a Dracaena "Janet Craig Compacta", thank you. There does seem to be some dispute as to whether that is a fragrans or a deremensis, but that really doesn't matter to me, as they like the same soil, etc.
