Poorly trimmed Weeping Cherry - What can I do?

    I am a new homeowner and hired a landscaper to come in and care for our trees and bushes. I fear that the landscaper has poorly taken care of our weeping cherry, please let me know what can be done about the following:

    Our weeping cherry was trimmed back to almost nothing, major branches were removed and only a few small branches with leaves remain on top. It is infested with beetles and I am afraid with the severe trimming, the beetles will kill it. I have purchased a beetle bag. I have read that the cherry trees should be pruned after they bloom in spring, it is now early August when the tree was trimmed.

    Should I use pruning sealant?
    Should I use a special fertilizer? Should I be fertilizing this time of year?

    I don't want it to die, I really love this tree.
