My plum tree Blossoms heavily every year but bears little fruit. We have plenty of bees to pollinate.

If it's not self fertile and a suitable partner is not present the flowers will not get fertilized and produce fruits. Also, since Japanese plums bloom early if the weather turns bad while these are in bloom bees may not be out and working these even if there are lots of bees around at other times. European plums bloom later, when unsuitable weather is less likely.
