my neighbor is wondering if the yellowing of this shrub is normal and what kind of shrub/tree is it?
My guess is Thuja, Arborvitae.
My further guess is that this is variegation, either a characteristic of the variety (such as Sherwood Frost) or a genetic sport/mutation, such as depicted here:
I think it's a juniper.
