Please identify small palm living in a temperate zone

    This is a quite unusual palm species in my area (since frost is common in winter, some years even -10°C/14°F, although for short periods of time; also this plant grows in a relatively warm zone of the town). What kind of palm is this? Best regards and thanks in advance?
