This weed has invaded my flower beds. It mostly runs tight to and sticks to the ground. If left alone, it forms a pretty dense web. Very difficult to pull up, breaks up. What is it and how do I kill it?

That looks like a common grass, Agrostis palustris (Creeping bentgrass). It makes a nice dense yard grass but it is hell in the flower beds. Any little piece left in the ground will sprout more of it. Get it out of the beds as quick as possible. Once it gets too dense it is a nightmare. The roots are fairly shallow, but even small bits will resprout. If you are diligent the bits left behind can be pulled when the do sprout.

Bermuda Grass, Bentgrass (a cool climate grass) won't grow in Houston's hot, muggy climate.
