It's a Podocarpus species. If growing wild in the Philippines it may be the south-east Asian native P. neriifolius, but if in a garden there are other possibilities as well, including the widely grown P. macrophyllus. The 'flowers' are actually the pollen cones and indicate this is a male tree.
