    Looks like a cross between a cotoneaster and a wild rhodo!

    Possibly Toyon (Heteromeles arbutifolia; Calif native) tho' the leaves should have more serrated margins if it is that

    agree with david, pyracantha. spider mites love them.

    Not the usual P. coccinea, though.

    Toyon looks more like a Photinia, has even been placed in that genus.
