I hope this works... we have a tree in our back yard that has starting two new growths this sping/summer. I think it is an Alberta Dwarf Spruce? but the new growth is totally different,

I can't see how it could be a transplant - the plants in our property are not more than 6-7 years old. anyone out there with explanations? this new growth has tiny soft green cones, and is growing profusely! something healthy going on but strange?

It is the dwarf form reverting to normal adult type growth - if you leave it, the new growth will grow into a normal full-size Alberta White Spruce (could be 20 or 30 metres tall eventually).

If you want to keep it as a dwarf, you need to prune out the adult growth. Personally, I think the adult form is nicer (you get cones, for starters!), so I'd just let it develop as it wants to.
