I found this plant cultivated in the front yard of a home on North California coast. It sure is very eye-catching. What is it?

This one is Echium pininana. Very attractive, but in mild climates this plant could be very invasive! Watch out for the zillions of seedlings in the spring, but easy to controll, just use a good old hoe, they hate the root disturbance. If the seedlings are young enough, easy to transplant some to an other part of the garden. Use gloves and long sleeved shirt, as the leaves and the whole budy covered with fine hairs, and could be irritating for the human skin. They also biennials.
