I live in Victoria B.C, we have good sized prune plums in our garden, a friend of mine wants to plant the plum trees with cuttings or suckers taken from our plums.

What is the best time to plant the plums in the weather we have here and is it good to plant the suckers growing under plum trees to raise new plants.

    Please advise......

As far as I know, most fruit trees are grafted onto rootstock so the suckers may not give you the same fruit and the cuttings may turn into a larger tree than what you have if it was grafted onto a dwarfing rootstock. I'm no expert so maybe others can also off their opinion.
