    Hello,
I have seen this plant in Madagascar.
This one was around 1,5 m high and looked like a it was fully grown.
The leaves are very soft, like velvet.
I have been told that it's sometimes locally called Napoleon'hat due to the shape of the leaves.
Has someone an idea of the ID ?
    Thank you

Maybe Kalanchoe beharensis....commonly known as elephant's ear kalanchoe, felt bush, or feltbush.

Quote wiki..."Kalanchoe beharensis is native to Madagascar known by local names mongy, rongy and tavitavy."
