A friend in Austin TX sent me this picture hoping I might help here identify this lovely low-growing plant. I thought it might be a Cape Fuchsia, but on second look at how the flowers are, I'm not sure. Very dry conditions, full sun, seem to suit it. The plant is not one she planted.
