plant in Austin

    A friend in Austin TX sent me this picture hoping I might help here identify this lovely low-growing plant. I thought it might be a Cape Fuchsia, but on second look
    at how the flowers are, I'm not sure. Very dry conditions,
    full sun, seem to suit it. The plant is not one she planted.

    Might be Russelia equisetiformis, Firecracker Plant.

    Yes. Russelia equisetiformis. Native to Mexico.
