Please can someone identify this for me? I want to encourage it.

A Cotoneaster species. Listed as invasive in your area, so perhaps not one to encourage after all.

Thanks! I've checked the Sunset Western Garden Book and can't find a cotoneaster where the new leaves are red/purple, progressing to green. Would this just be a variation? And I have yet to see berries.

Bigleaf Cotoneaster (C. rehderi), a nuisance species popping up all over in this region, and growing as much as 15 ft. tall - a park near me has a whole grove of them, all undoubtedly self-sown.
