    Looks like Pedilanthus tithymaloides 'Variegatus', Devil's Backbone.

    Agree. It's also called "Red Birds" - it'll have lovely flowers when it blooms. Be cautious of the sap if you want to prune it - it's caustic (to varying degrees for different people) so wear gloves. Better safe than scarred!
