Where and when was this photograph taken? In an urban setting a month ago? It looks a fair amount like the new foliage on Metasequoia glyptostroboides, but in California that should already have fully leafed out. It might be a similar looking conifer, but I'm going to have to defer to someone with a bit more knowledge of conifers.
