Plant ID help for 2 shrubs ....Hebe? Tobira?

    Hi-
    I was hoping to get help on identifying these 2 shrubs. I am guessing the grey leaf one may be a Hebe? Any help would be much appreciated! they are both located in full sun in seattle.

    The gray one might be Veronica pimeleoides 'Quicksilver'. It used to be called Hebe. Hebe has been sunk into Veronica.

    Thank you! Any ideas on the back shrub? wondering if it might be a tobira? the stems look almost black....

    Thank you! Maybe "golf Ball' variety? the plant was not that big compared to what Mountain Green
