Great!, Spasibo Andrei ! How strange -- I knew this was something of Scrophulariales, and I checked Verbenaceae the first, but I relied on DELTA database (delta-intkey.com/angio) which for some reason does not show Congea in Verbenaceae.
There is some confusion around Congea and other species from Verbenaceae and Lamiaceae. About a half of web sources assign Congea to Lamiaceae and the other half - to Verbenaceae.
