Dogwood, Cornus kousa, probably the cultivar called 'Satomi'. There seem to be a lot of these around here that are looking really good right now; all the ones I've seen have looked very healthy.
I don't know. From a google search I see that one site calls them "pink Chinese dogwood"; one site says "Pink Japanese Dogwood"; another gives a common name of "Szechuan Strawberry" (would indicate Chinese - gives Origin as "Asia: Eastern Asia"). I've heared C. kousa referred to as "Japanese dogwood". They're not native to BC at any rate.
