Looks like fireweed, but low lying close to the ground. Could the high altitude alters the height of the plant ?
It's a close relative, Dwarf Fireweed. Sci name variously Chamaenerion latifolium, Chamerion latifolium, Epilobium latifolium. Replaces Fireweed in arctic-alpine environments; note the relatively broader leaves. https://species.wikimedia.org/wiki/Chamaenerion_latifolium
