This photo was taken at Bickelhaupt Arboretum located in Clinton, IA in their 'Heartland Collection of Garden Conifers' during the fall of 2003.
I read an article that came from the J.C. Raulston arboretum that suggested, based on their experience, that heat tolerance of blue spruce was variable at the cultivar level. This one was supposedly a good cultivar for hot humid southeast US. 'Foxtail' characteristic it was selected for not really visible in this picture though.
Probably yet another example of a conifer cultivar that becomes less distinctive with age. Some even deteriorate, suggesting periodic replacement could be a normal part of the routine with a collection of garden conifers. http://www.iselinursery.com/photopages/PiceapungensFoxtail.htm
