Pest/Disease ID - white spots

    The Pieris japonica outside our downtown Vancouver building is in bad shape. It looks like it's suffering from a type of disease or pest. On the underside of the leaves there are a lot of white linear spots and there is a brown mucky substance all over the leaves and stems. Does anyone recognize this? What is it and how do I treat it?
