Pepper plant not growing

My green pepper plant is not growing bigger. All the new leaves which are coming out are curled up and tiny. Any idea what is wrong and how I can fix this ? Appreciate the help

Hmmm but I didn't spray any herbicide/use any herbicide. Could be from the neighbors? The other plants all seem fine,only the pepper plants are doing this
