RHS Plant Finder at rhs.org will list sources with web sites that may give prices. Searching "paulownia germination" "paulownia propagation" etc. should bring up information online.

Might use the "Search" function in above dark title bar for "paulownia" for some useful info in other threads.

Are they allowed in the UK? In the southeastern US, they've become something of a tree-sized pest. But on the other hand, the wood is valued in Japan, so trees are in demand.

No problem in the UK, the climate isn't suitable for them to become invasive here. They're actually fairly difficult to grow here, the mild winters tempt them into spring growth too early (so the flowers usually get killed in the bud by late frosts) and cool summers don't allow the shoots to mature well (so they often get dieback in late autumn). They survive here, but not a lot better than that.
