Parlor palms like semi moist soil, not soggy wet all the time and not dried out. a good once a week watering should be fine, then let the top inch dry. The soil should be fast draining and the pot only an inch wider than the root-ball.
If the tips are drying & browning, that could be from the soil being too wet or too dry, also, the light is not right, or over-feeding, as well as the chlorine/fluoride in hard-water.

As far as light, I never used a gro light, and it sounds like the palm may be too far away from it to do much good anyway. Your palm simply might not be getting enough light. I have mine in a west window off to the side a bit so it gets bright indirect light with some dapple sun as well..
Also, you may want to ck for spidermites, look for some fine webbing in around the leaves.

This may in fact be a Howea forsteriana (Kentia), and you just need to be patient. The forsteriana fronds are supposed to droop downwards, whereas the Howea belmoreana fronds point upward. Extremely slow growing. West light should be sufficient.
