Overseeding Old Fields...need advice

I am a beekeeper, and the farm next to me is derelict (it is being held for development). The fields have been ungrazed for a year and I want to approach the landowner to ask if I can overseed with a mix of clovers to provide better forage for my honey bees.

Since I have no plough or tractor, I would have to overseed by hand. Will clovers establish sown onto grasses? And what are my best strategies for success?
