Orange leaf drop with buds

    I have a moro blood orange, about 7 years old, outdoors in SF Bay Area. It is experiencing a lot more leaf drop than normal. (I may have overwatered it after such a dry winter.) At the same time it has many new flower buds that appear healthy. Is that a sign that I can relax about the tree? I just gave it some magnesium at the drip line....

    I don't know what the problem might be but the production of flower buds could the the tree's reaction to stress, so it's not necessarily a good sign.
