Is this one or two species? They were growing on the ground.
Just one, I think. Cladonia can often be foliose at its base. To see an example (note: this is not the same species): Ways of Enlichenment - Lichens of North America
Agreed, basal squamules is a common feature for most Cladonias, so in that sense, likely one species.
In a different sense however, there is a lot going on in your photo and some species do look very similar and grow together, so I can't say without close examination how many species you may have there :-)
