No idea what this is

Another amiable ground cover in my back yard:

 

Epimedium, possibly this one: https://nargs.org/plant/epimedium-pinnatum-subsp-colchicum

 

It is an Epimedium.

Oh, just to be clear, my garden is in Vancouver BC -- I didn't realize folks on this forum were not all local.

 

I assumed you were in Vancouver.
In UK we have many similar plants to you.
Epimediums, I love and used to collect...it was addictive.
The flowers are exquisite and so dainty.
Even the leaves are wonderful.
