new flowers with red leaves/flower

Can you help me with this plant? Are these read stuff leaves or flower?

THese plants are found in nothern part of Albania

 

I bet for leaves.
My guess - Cotoneaster lucidus.

The red leaves of Cotoneaster are fall foliage; Ariani's photos show spring foliage, if it is foliage. The general shape of the plants also does not resemble Cotoneaster, but I have no idea what it is.

 

When I zoom in top first pic i can see something yellow inside the red.
I am deducing that these are flowers and the yellow is a stamen.

 

I can't see any yellow stamen there:

It would be nice if OP would took another photo in two weeks or so, when these leaves are fully developed. Buds, just sprouting, can be tricky.

 

Google image search with your crop gave Orange Scarlet Indian Paintbrush as a result,but that's hardly it, although there are certain similarities.
