I've managed to grow a neem tree from seed. It's approx 2 years old and 8" high. I was wondering if the new growth should be covered with teeny tiny white specks which (ultra close up) looks like salt on a pretzel. Sometimes it feels a little sticky. I'm concerned that it might be a kind of scale insect as the plant doesn't appear to be thriving. Should the new growth be clearly green and smooth?

I would love to grow neem plants. Where did you get the seeds? How is it doing now?
Sorry I don't have experience with plant diseases to reply to your inquiry.

    Cheers

Yes, new growth should be smooth and unblemished. It sounds like either a scale problem or some other insect issue. Have you tried wiping the leaves with a cotton ball dipped in rubbing alcohol? This kills scale and other little nasties, and the alcohol evaporates so fast that it doesn't harm the plant.
