    A cultivar of Blechnum spicant, selected for abnormal forked fronds.

    Definitely a Blechnum, but the pinnules look a bit short to me for B. spicant.

    You call it a dwarf fern, so I think that it is probably Blechnum penna-marina cultivar "Cristata" elsewhere "Cristatum" .
