Does anyone know what the center plant with narrow green leaves with a red edge is? Can it be cut and rooted to form a new plant?

Okay, seeing it I'd like to change my answer to Cordyline frucitosa. You can definitely cut it and root the top; the bottom will sprout new branches.

Commonly known as a Ti plant. Botanical name Cordyline terminalis. They do not like to be kept wet. You should consider separating the cluster of different plants, as they will require specific needs different from their neighbours....

i agree with cordyline aka ti plant and i agree that the plants should be separated as the other plants do like moister conditions - the ti plant also needs more sun than the others.
