I'm not having much luck trying to separate new shoots from the base of Strelitzia ravenala...they are deep in the soil, and when dug around, have no roots of their own...

    any ideas?

Don't worry about the no-roots-of-their-own, and separate them, then plant them out where you want to have the new ones. They will develop roots once they're separated from the mother plant and can no longer depend on her roots. Have you ever separated Banana pups? This is the same thing.
