I have seen this tree being used in landscaping around the Portland Oregon area. This is a very narrow profile evergreen tree. Can anyone identify this?

looks like a spruce, the most common 'narrow' one in this area is omorika (Serbian) spruce, but I dont think the one you pictured is that type.

Norway Spruce (Picea abies). There are several narrow-crowned cultivars.

Could also be Picea glauca 'Pendula'; young plants look alot like this.
