Mystery tree-- what is it?

    I need help identifying a tree I saw this weekend. I didn't snap a picture, so I apologize for that!

    The tree was located in a very lovely landscape in an upscale neighborhood here in Madison, WI, so I'm assuming this tree is generally more of an ornamental type.

    The tree was fairly small and the leaves hung down, almost like a weeping willow. They were bright green, narrow leaves that undulate deeply. I would almost describe them as squiggly!! The leaves are uniform, probably no more than 1/2 inch across and 2" long. I have never seen a tree this unique!

    Does anyone have any idea what this might be? I have tried and tried to figure it out with tree identifiers, but have had no luck. I appreciate any input!

    Try looking up Salix matsudana 'Tortuosa'
