In The Garden: Mystery Plant arrived this year

This plant arrived this year in my garden. The flower is a deep blue purple, bell like. The stem is upright. I have nothing like it in the garden. Any idea what it is? It is growing in Salem, Oregon. It is not in the garden, but rather on the edge of a lawn growing in soil which is not very good, mostly clay.

I tried to take the picture showing leaf and flower clearly.
