I think the seeds of Ipomoea alba are fairly commonly available--maybe not so much in your area. Maybe try a search for "Ipomoea alba seed" or "moon flower seed". Should be easy to purchase online. I have seen this in the big garden catalogs. A tender tropical perennial, it can be grown in northern areas as an annual. I tried this plant, but did not have a lot of luck. I tried growing it in Seattle, but I think the plant likes much warmer conditions than usually found in the Pacific Northwest.

Ordering common garden seeds from the US is generally not restricted, but it is good to look up the restrictions from the Canadian Food Inspection Agency.
