I was given a weeping pussy willow tree and it didn't get planted immediately... the leaves and upper branches died. I was going to return it..but now new growth is showing up in the lower stem... should I be trimming the top off the tree or return it and start with a new one??

If it is grafted and the shoots are coming from below the graft union you are now growing the rootstock instead of the weeping cultivar grafted on top. If the weeping part has died it will eventually turn shrivelled and crispy. If it is still alive it will eventually sprout new leaves.
