Are mini-norfolk pines merely potted norfolk pines whose growth is restricited by being placed in a pot indoors? If so when placed into the ground will they grow to normal heigths of 80 to 120 feet?

Yes, they'll grow normally if planted out.

Note though that the roots are very likely to be badly pot-bound, which may not make for a safe, stable tree in the long term.
