midges on my roses

i have lost most of my roses.i found a book on roses and the picture in it showed roses that looked just like mine. the book said i have midges. I have sprayed with everything i could think of or was told , i cant get rid of them,any suggestions, thanks

 

I believe they need to be controlled systemically. If you had used contact insecticides they may not be as effective. This link below tells of some controls.
