Recently bought a Meyers Lemon tree. I am having struggles with leaves developing a dark scaly area on the underside of the leaf and curling. Area starts dark and then weakens and the area turns to holes in the leaf. There is a beetle? on the tree. When unfurling the leaf there appeared almost a web inside (cacoon?). Some of the leaves are sticky. This problem seems to be spreading all over the tree. Tree is from CA and I am in Seattle. I will attach a photo of the leafs. I need some advice.

The tree is also dropping its unopened blossoms.

It would be. That sounds like weevils; you can get rid of them using horticultural soaps (like Safer's) or nastier chemicals if you so prefer.

The tree is most probably dropping its blossoms because of the infestation.
