Mexican Fan Palm problem

    I just noticed that my 5 year old Mexican fan palm has strange brown spots underneath the palm fronds. From above it just looks damaged and dry but underneath there is a dark brown almost shaggy looking thing by each spot. These things don't look like bugs and are as thick as a rope in some places. I have never had a problem with this palm before and I wonder if anyone here has any idea what is wrong with it. I have been searching the internet which led me here but I haven't found anything that sounds like what we've got.
    Please let me know what I can do to help my palm.

    Sounds like some kind of rust. Cut a frond and take it to local agricultural extension office, if possible.
