    It's a Leucadendron. many of them are grown as cut flowers (well colored bracts, really), while some have downy foliage. Yours look rather reminiscent of a cultivar called 'Pisa' ( http://www.cfgphoto.com/photo-76100.htm ) but it's difficult to tell when it isn't showing its full color.
