I have been told the tree is called "bulalakaw" tree (that's Filipino term for "meteor"). I tried googling that name to no avail. I want to know the scientific name so i can check it out further because i want to plant one at home. However, i dont see many of them (i have only seen two), so i have to make sure if it is suitable for a home garden. I have attached pictures of the tree, the big flower bud and the attractive flower in full bloom. It has a very strong, sweet scent.
Probably, Barringtonia asiatica (Sea Poison Tree or Fish Poison Tree). http://en.wikipedia.org/wiki/Barringtonia_asiatica
Thanks for the info Andrey. If all parts of the tree is poisonous, i guess i have to cancel the plan to have one at home. I took that photo in 2009 and it is located in an old warehouse complex i visited.I guess i have to inform the owners of the warehouse as well.
