Maintain / improve soil over Weedblocking cloth

    So I have weed blocking cloth laid out and about 2-3 " of bark mulch over it. Now if I want to improve the soil conditions do I need to remove all this and mix compost etc, or I can just add layers of the same periodically over the mulch. Or, I can just continue using liquid fertilizer and it should be OK.

    You have two different operations going on here. To improve the soil you would need to pull back the mulch and the weed barrier, then do whatever is needed to the soil. If you just add on top, you defeat most of the purpose and function of the weed barrier by providing a fertile bed on top of it, fully exposed to the sun.
    To feed (fertilize) the plants that are currently growing there you can water with a soluble fertilizer (we call that "fertigation")
    The function of say barkmulch or cobbles over weed cloth is cosmetic (bare cloth is ugly) and for ballast so the cloth does not blow away. Keep in mind taet the more stuff you put on top, the better is the chance of any stray weed seeds to germinate and become established.
